Abstract

Entrepreneurs and small and medium enterprises (SMEs) are the engines of growth for developing economies. In the last quarter-century in Iran, the major industries, depending on the public and governmental sectors, have found a prominent role in the process of economic development, and in contrast SMEs in the private sector have faced increasing business cost and tighter restrictions on their activities. The growth of major industries has relied heavily on economic surplus based on natural resource and cheap energy and as a result it has not been efficient and economically effective. The main way out of the current economic downturn is to facilitate business activity and to reduce the business cost for SMEs, which naturally textile, clothing and leather enterprises, as the old and most important industries in Iran, will not be exempted from this.
